Stand alone ESX server and PowerCLI

Is it possible to create a VM on a stand alone ESX server with the PowerCLI?  or, Is there another method that could be scripted to create and manage a VM?

I have a request to add this capability to our automated server build which currently on supports building servers for ESX hosts on a VC.
