I see that this feature is still not present in Workstation 11 for Windows, so I submitted a feature request here: Contact VMware | United States
For what it's worth, media keys and multitouch gestures on VMware Fusion for Mac do not pass through to guests, so my desired behaviors (using media keys, moving between virtual desktops) works seamlessly with a Mac OS host- only Windows & Linux hosts suffer from this problem.
