Take a look at VMware Integrated OpenStack 1.0 Release Notes:

 

  • Installer gives priority to local storage by default
    When provisioning datastores for the three database VMs, the VMware Integrated OpenStack installer automatically gives priority to local storage to improve I/O performance. For resiliency, users might prefer shared storage, but the installer does not make it clear how to modify this setting.
  • Workaround: Before you complete the installation process, the VMware Integrated OpenStack installer allows you to review and modify the configuration. You can use this opportunity to change the datastore configuration for the three database VMs.

If you already installed VIO, AFAIR you should be able to move it manually between datastores as long as you don't change VM itself.

Note that there is anti-affinity rule, so you might not be able to move that VM to the same datastore that where any other VIO-DB resides.

Another note is that if you power off VIO-DB-0, mysql service will not come up automatically. you should power it on manually by running "service mysql start" on the node itself, or run "vioconfig start" from OMS server.
