DRS Required for VSAN HealthCheck?

Sorry, I know I'm going to go out here on a limb, but is or why is DRS required for the VSAN Health Check Plugin?

We have licensing for vSphere 6 Std and VSAN.

I've tried installing it via the web gui and esxcli, but no dice on activating it.
