When first arriving at this thread I tried uninstalling some of the windows update as detailed and it solved my scroll problems. Over the weekend our IT department deployed a mass of new windows updates and it appears one of them (not sure which) has brought the scroll problem back.
I do have WizMouse installed and noticed that when closing or disabling it that the problem is fixed. However, I also noticed that if I run vmware as administrator then it doesn't matter whether WizMouse is installed or not - the problem is resolved.
