Its not clear what is your question here, but i'm guessing you ask if Protocol address need to be the same as the Management ip address in DLR.
The DLR dont need management ip address at all.
OSPF will work fine, NSX Controller will able to communicate with no problem at all.
Now you should ask how its happen ?
The answer is netcpa, look at the picture.
NSX Controller talk to ESXi host using UWA (netcpad service in esx). this service communicate with DLR control VM through internal VMKlink.
